YES. I have not seen "regular ppl" w/ pets, but many seeing eye dogs on one. You would probably have to book that cruise to correspond w/ a handicapped trip and have a dr write you a note saying you have severe Anxiety disorder.

There may be one or two that allow small pets for a considerable fee but in the main pets are not a cruise ship thing.

No. Only seeing eye dogs. Customs and border inspections in ports prevent animal importation/exportation for quarantine purposes.
