Because a dog lacks self-awareness, it is hard for him to comprehend that the tail belongs to himself. He sees the tail out of the corner of his eye and he wants to check it out (curiosity), or sometimes sees it as a threat and wants to chase it away (aggression). When he goes for the tail, his rear end pivots around and he isn't able to get his tail in his mouth, and the harder he tries to get his tail, the faster the tail moves away from him. Thus begins the neverending cycle.

At an early age, young dogs haven't yet realized where their own bodies end and the rest of the world begins. The tail seems like an independent entity that is constantly wagging, moving around and following them! Then when they try to catch it... it runs from them! lol When older dogs chase their tails though... this may indicate anxiety, boredom, frustration, or other mental and physical disorders. This reminds me of another silly joke though... Why did the poor dog chase his own tail? He was trying to make both ends meet! =P
