Why does 3M make both Post-It and Highland notes?
Highland seems to be the same but sold at a lower price. Is the quality different?

I believe...the "Highland" line is 3M's discount line of products, including sticky notes, tape, etc. The Highland products are less expensive in general because (in my limited experience) they perform less well in general. For example: Highland tape does not "stick" as long, or separate from the roll as easily, as does 3M tape, nor is it as durable. Highland sticky notes, likewise, use a lower grade paper and glue when compared to the 3M line.
