Or maybe he's trying to make sure that the dems don't use the population count of illegals to increase the number of liberals in Congress. Which is exactly what they're trying to do. And it's why they give them driver's licenses. And why you don't have to show your ID to vote.

Two perspectives: 1. I was born in the USA, and therefore, a US citizen. But if I lived abroad for a period of time and I have a funny name and a funny look (my mother's mother was Gypsy. My mother gets "randomly selected" by the TSA every time she goes to the airport, which surely has nothing to do with her "ethnic look," of which I inherited half.) If someone with a similar background is particularly paranoid, he or she might fear being visited by authorities for lying on the census, which is a crime. 2. For the people who are not citizens, they will likely be nervous about answering the question, whether they are here as legal residents or not. This will ostensibly lead to less participation in the census, and thus inaccurate results (the census is a review of US "residents," not US citizens). For anyone who might not know already, the citizenship question has historically been on the census form, it's not a new thing ( https://www.census.gov/dmd/www/pdf/d-61b.pdf ).
