How do you weight wedding cake steps down in an above ground pool?

We have an a/g pool with wedding cake steps. We use sealed bags of sand to weight it down. Put the steps in and sink them, then have someone hold the steps down while someone else carrys the sand bags into the pool and places them under the steps. Go thru the back side, get light weight bags of sand and place about 4-5 of them in the hole around the back side of the steps. Gently, slide in into place. We have never had to replace the sand bags and when we drained the pool and moved it a few years ago just let everything dry out before we moved the steps, it takes awhile and they do collect algae over the years. However, we just do regular maintenace, and don't mess with the sandbags, you can't see them because they are under the steps.
