It's a color. But when you have a quarter horse that has color it's called a Paint and they can be registered as such. There is also a registry that is for pintos but they are many different breeds of horse or even grade.

Many breeds of horses and ponies, can have individuals that are pinto colored. So Pinto is not a specific breed. The Pinto Horse Association of America(PHAA), registers, pinto colored horses of all breeds. So Pinto only counts as a color. The only pinto colored horses that can be called a breed are Paint horses. Paint horses are of Quarter Horse and Thoroughbred breeding only. But since they are pinto colored, they can be registered with the PHAA, as well as their own registry, the American Paint Horse Association(APHA).
