I believe here in the U.S., we say apartment. Possibly in a very large city, like New York they may use flat occasionally. I have heard flat used more for Britain.

When I live in a big building that had many units, it was called an apartment. When I lived in a house that was once a large single family home but had been split into an upper and lower level, that was called a flat. That's how it was advertised in the newspaper, and that's just how I've always thought of it.

It depends. I usually say apartment, but after studying so many other foreign languages that reference the word flat instead of apartment, I tend mix and interchange them.

Being from the UK I say flat but apartment is increasingly used to describe expensive or "luxury" flats, particularly in new developments. When working on a new build block of 8 "luxury apartments" the developer got quite upset when I called them "flats", so I guess the difference between a flat and an apartment in the UK is the price.

Depends on where I am. In the US and some other countries, I say "apartment". In the UK and some other countries, I say "flat". In non-Anglophone countries, I use whatever word means the same thing in the local language.

They both essentially refer to an apartment someone is renting out to live in. 😄

They refer to two non-identical ideas, really. Although most flats are apartments and most apartments are flats, you can have a multi-storey apartment which is technically not a flat. So, whichever is most accurate is most appropriate.
