It stands for "James Cash Penny" I only know this because I lived in the town where he started his first store (Longmont Colorado) It was actually a butcher shop if I remember right. He then moved north to Kemmerer Wyoming and opened the dry goods store that is still the home office of JC Penny. There is a tiny rather cheap little wooden plaque on the building in Longmont Colorado that mentions he had his first store there. It's the only reason I know this stuff however.
