I always will rate a question when I find it's worth my time answering but clearly not everyone feels that way. The proof is that most of the time the 1st answer has more points then the question.

I do not rate every question that I answer, only the ones that really make me think or are particularly good in my opinion. I also sometimes rate questions that I cannot answer but wish I could. I think points should be given on merit, not simply because a question exists.

Because although we've always been able to rate answers, we've only been able to rate questions since Nov 15, 2006. Old habits die hard, I guess. People who became accustomed to the inability to rate questions simply find it hard to rememeber. You get into the groove of thinking only about your answer, and that becomes a learned behavior. I realize you're new, but it seems like a bad idea to chastize people when you don't know all the circumstances. What you see as discourtesy may be nothing more than simple forgetfulness.

People who answer a question have no reason to give it points. Likewise just because you do not answer a question it does not mean it is not worthy of points. If it is worth answering it does not mean it is necessarily worth rating. On the other hand, if you have posted a question and someone has written you a valid and non-offensive answer you should show rate them up to say thanks for their time.
