I purchased a ficus elastica at a yard sale & it is very leggy, one stem ( 4ft. tall ) with about sixteen leaves going up it, how can I get it to be more bushy ? and it is in a very tiny pot, very top-heavy & falls over, can I put it in a large pot?

Yes, re-pot it into a larger pot. Cutting the top off will encourage lateral branching. If you'd like, you could then root the cutting and you will have another plant.
