We have machines that can measure the light spectrum which includes color. The measurements are consistent while people's eyes vary.

Yes. Color is purely subjective. It is the individual's perception of electromagnetic energy. Most individuals have the same perception of that energy, but it is still a perception. The wavelength doesn't change, the thing remains the same, but one's perception of it, called color, is not fixed.
