According to his believers, no-one *can* be in line to be the next Dalai Lama. According to the Tibetan Buddhist belief, when he dies, the Dalai Lama will be re-incarnated in a newborn child. So the next Dalai Lama cannot be born until the current one has died, and therefore no-one can be his designated next in line.
