no night vision cannot be used during the day, the reason for this is the night vision are made to work in low or no light opperations. If you were to use them in the day light then the excess pressence of light will white or "Green" out your field of vision, it can also lead to equipment failure if you try to use then during the day time.

Sure. If you have digital scope, why not. You will just turn off the night vision and you have normal scope. (H&K OICW has a scope with normal sight,night,thermal and ultrasound vision. That rifle is still a prototype).
