Put some salt into your garden pond,then install a wave machine,it will make the gulls feel at home.

Firstly, I don't know why you'd want seagulls anywhere near you. They are the worst living things ever. But if you really want to them to go down, put out some kind of tiny food, like chips or fries.

As they are flying overhead start throwing some bread into the air. That should get their attention and then they will come down for the food.

We call them skyrats in UK and people who actively attract seagulls and pigeons to their gardens are sometimes given behaviour orders. Why would you want to attract vermin to your garden?

They are attracted to larger things,and things in bags.They can see it better,and it takes them a while to get used of an area that they are unsure of,for they don't trust humans,with good reason.They are good for the environment and should be respected and not shunned.

I would agree that any kind of large visible food lying about on the ground might attract them. Or a small pond with small fish in it. . .

Make a miniature beach out of sand and put a little plastic kiddie pool in like a pond on one side of it.

My only experience with seagulls has been at the beach and a huge parking lot at PetsMart and a couple other stores. They have great eyesight. I bought a giant bag of generic Dorito type chips. I put them in my hand and had them flying down and eating out of my hand at the beach. If one comes, others seem to follow. In the parking lot all I did was throw out chips in a wide area and one lone bird flew down from a light pole and within 3 minutes there must have been 100. It was awesome fun and fluttering birds gave some great photos. So my guess is let one see some food and they all show up. I did it one other time with a giant bag of cat kibble and they ate it.
