No on is really sure. This phrase came from a comedy show called "Rowan and Martin's laugh-in" that aired from January 1968 to May 1973. "You bet your bippy" was used a lot and the joke was that no one was ever sure what a bibby was. Other phrases came fromthe show as well that were equally meaningless untill defined by society. "Sock-it-to-me" was another one of the favorites.

This dates before Rowan and Martin. I started to college in 1955, and that's when I first encountered "You bet your sweet bippy!"
