Just a natural responce,dogs make "barking" noises through constriction of the asophegus,when we whistle it's a similar constriction,to them it's like their parents calling them.Im not sure why it lasts through adulthood.

I believe it is a Pavlovian response - that is, the dog is conditioned to associate the whistle with a positive reward, be it dinner, walkies or a ride in the car.
