Well..I only shake someone's hand if I know/respect them. If a stranger walked up and did that i'd be suspicious of what was on their hand..might've spit/sneezed in their hand before they tried to shake mine.

If someone introduced us yes, if not then no. I hate when people touch me that I dont know. Even if I'm at a social event and everyone is "buddy, buddy" I'll still cringe when a strange person touches me.

I normally would not shake hands with some total stranger who walked up to me out of the blue, unless we were both attending some social or professional event at which people were expected to introduce themselves. If we were on the street or in a store or something, I'd walk away. The only exceptions would be if the person said something like, "Aren't you ---? I heard you lecture on --- a couple of years ago. My name is --- ". Or, "Hi, my name is ---, and I'm running for ---."
