Two main reasons. Firstly, people must learn how to learn. If at a young age a child is not taught in a way that they can grasp easily they may never develop the ablility to understand things correctly. Secondly, genetics. Although many people do not like this idea it is now thought that intelligence is mostly due to genetics. People are born with a potential that it is very diffeicult for them to exceed as their brain lacks the ability to comprehend ideas beyond a certain level.
