I inherited a home, and I had to pay state inheritance taxes on it. If I sell it for an amount lower than the appraised amount I paid taxes on, can I take that as a capital loss since it is not my primary home?

If I were you, I would call and talk to a tax preparer, but in general no, you don't get to claim a capital loss on a personal residence.
