Hi is it fraud if a home health care provider is not doing her job and is getting paid by agency to do so I think it is basically she is getting paid to not do anything

I think its more important that the client is not being properly cared for. This should be reported to the agency. Preferably by the client or their advocate.

Nope. You need to look up the meanig of "fraud". You must be a deplorable busybody to be so small minded and judgmental about someone going about their job.
