I wouldn't. It's a lot of expense or work for a little time. If you're renting, you'll likely have to cover it before you move and if you own and are selling, it may not be within the tastes of prospective buyers.

I wouldn't. If you are renting you would probably need the landlord's permission, or else you may lose your deposit. If you are selling your house then realtors alwaya advise neutral colors and no personalised decoration because peopel want to be able to imagine themselves in your home. If you really want a mural, why not wait until you move to your new home, so that you can enjoy the mural that you create?
