  • Where we rent it's section 8 and it pays so much to our monthly rent and the City tells us this is some kind of tax but I've wondered if anyone has ever had to pay this where they live?

Thank your democratic leadership! They love to tax people! But you know this is coming! Put a little back each month to cover it.
  • "Per capita" is a common Latin term, literally meaning "per head" it can be more accurately defined as "per person". A "per capita" tax is quite common in the U.S. as a type of CITY tax. Typically each adult living and/or working in the city pays the per capita tax once each year. When I worked in Meadville PA I had to pay the Meadville per capita tax, which (if I recall correctly) was $20 per capita around 1985.
