I don't know much about Africa's government except that there seems to be a consensus that the controlling government is the main reason people who are starving aren't getting the aid and assistance that is sent to them.

Why would they? So they can have stories about "stolen elections" and "voter fraud" and "vote suppression" etc thrown into their election system?

No. I can't imagine why they would ever do so.
