How common are basement drains in US houses? Nearly universal, or something some houses have & others don't?

Not required nationally -- maybe by some local building codes. I have had four house in the mid-west and all had, and most I have observed in this area. Have looked at houses in Missouri and Arizona that did not have them. Did not ask but I would much prefer. In the case of a broken pipe or such, one lessens the possible damage to the structure.
