You can't, in most cases. The kinds of filtering you're seeing isn't based on your computer settings, it's based on your IP address, which is given to you when your computer logs onto the network. Some web sites restrict their content based on your IP address, which they use to detect what country you're in. The only thing you can do about that (besides persuading the web site to change their policy) is to go through a proxy service like Anonymizer.com ... but that may bring it's own problems as well.
