Is it possible to change the application window opacity in windows, so that the wallpaper shows. i.e. in photoshop?

Hope I get what's your mean, use your graphic driver utility to do it, for exam nVIDIA desktop tool give you option to do it or ATI... Good Luck.

One way to do this is use Windowblinds application. Once installed you can download hundreds of "skins" to use on your computer. Windowblinds allows you to change the look of you GUI (start menu, dialog boxes, browser windows, etc) and it supports opacity/transparency settings.
