Robin Williams. In his movies he's kind of funny, but his true comedic genius only shows through when he's not tied down by a script - like his old standup routines, or whenever he's on a late night talk show.
-
Jim Carrey. He's pretty much the only actor who has me rolling on the floor sometimes.

Robin Williams. Even his voice as the genie in Aladdin was classic.
-
Seth MacFarlane.

This may sound funny to some but I watched Boston Legal a few times and I think William Shatner aka Captain Kirk is quite funny. I can't think of anyone else at the moment but I know their out there.

An unconventional choice, but Tina Fey is my answer. In addition to her acting, I think her writing is hilarious.

First thought: Seinfeld - Tim Taylor - Brett Butler Not only were their TV shows really funny, if you're a fan of comedy clubs and if you've ever seen their Improv stand-up acts (which they did BEFORE making it on TV), you'll realize that they are head and shoulders above the crowd, not only superlative compared to other Improv comedians, but also compared to most other comedic actors and actresses. Second thought: the British comedians, my favorites being Lenny Henry (from the wonderful show Chef!) and (sadly, deceased) Peter Sallis (from Last of the Summer Wine and, perhaps even more famously, Wallace and Grommit), and Rowan Atkinson (Mr. Bean isn't his only great work - See The Thin Blue Line and the Black Adder series - though Mr. Bean is generally the funniest, despite the rather unenjoyable movie.) Caveat: obviously this is a matter of personal taste, as many of the other answers chose actors that I find boring, unpleasant or both.

Joe Biden - every move he cracks me up. π He may not be your standard, run-of-the-mill Hollywood celebrity, but when it comes to pretending to be a President, he's quite the actor, make no mistake about it
-
Will Ferrell can be hilarious especially in the 2 Anchorman movies
-
Adam Sandler. He tries so hard to be funny. That's what I find hilarious.
