When you have a job as a voice of someone in a picture- drawn movie do they have to memorize there lines or can they just say while looking at the script since they can`t be seen?

By picture-drawn movie I assume you mean animation. Normally the voice actors record their parts from the script FIRST, then the pictures are drawn (by hand or by computer) to follow the timing of the voices.

In animation, the voice actors record their lines individually. Then the voiced lines are mixed into the tright order via the Computer. Finally, the voiced script is placed over the animation making the speech of animation.
