To be on a rap sheet you must have been arrested or convicted (includes plea bargains and pleas or Nolo Contendre (No contests). In other words you must atleast have been accused or a crime where a summons and complaint or an Informatiion and Complaint is filed against you. You must be charged with a crime or any violation of the law.
