A very good brand that has a lot of high end qualities for a much lower price is Casio. They sold the first production models of synthesizers. There are models ranging from $98 to over $700. Korg and Yamaha have inexpensive, feature rich models also.

It depends if your goal is to learn to play electronic keyboards or the piano. If you want to learn to play the piano (and don't want an actual piano due to size/cost etc), then buy an electronic keyboard with a graded hammer action keyboard. These are also called digital pianos. They range in price from about $400 to over $10K. A decent inexpensive one with some toys to keep you interested is the Yamaha YPG625. If you specifically want to learn to play electronic keyboards and compose/create synth music, get a small inexpensive quality synthesizer like the Yamaha MM6. If you don't want to spend much money up front, get a Yamaha NP30 for about $300. Of course, there are a million other good choices.
