That would be Brian "Head" Welsh, who recently left the band. He sang it on his birthday while they were making the album, and there was (and probably still is) a video of him singing it online as well as on a DVD I saw, although the name escapes me at the moment...

The name of the DVD its on is called "Duece" and its really cool

the dvd you can see "head" sing lowrider is on dvd "who then now" witch was released around the same time as there second album "life is peachy" witch is the album "lowrider is on"
