It's pretty much the same old "Sales101" scheme. They just attempt to make a personal connection and talk up everything that they can sell as an advantage or the benefits of the recruitment. At the same time the recruiter ignores all the downsides or disadvantages (as if there are none) to make the job appear perfect. The same way a salesperson sells anything.
