If you pee on somebody's car, can it do something to the car

Urine has an acidic base, so yes it can ruin the paint a bit. Little fun fact: So can ketchup :)

It can also make the car smell like pee.

It's slightly acidic but it's mostly water so usually doesn't do much harm. Bird droppings do a lot more damage.
