Can a real estate agent make commission if he or she buys a home for themselves? Suppose they offer 3% to the buyers agent, can a real estate agent represent themself and buy the home and make that 3% commission? Are there rules against this? Help!

You can represent yourself and get a commission as long as you inform the other agent. There might be rules against it depending on where you are from (I am from California). If you are not from CA you should ask another agent that you trust.
