I'm not Hispanic, but I agree. People saying to drink water might be confusing hot spiciness with saltiness or something. If the food is truly piquant, water will only make the sensation stronger. Bread and milk might help your stomach later on, but nothing takes the burning sensation away other than just waiting a minute or two for it to fade.
