It depends, in the UK asking how someone is can be a just a way of greeting them, they don't expect you to go into depth, so if it's a person I know and I'm meeting with them I will, however if I'm just greeting someone then I'll just saying, not bad, fine, OK. In China they don't ask eachother how they are.
