No. Unless there is some reason why the books are illegal such as libellous content or terrorist instruction manuals, in which case the censorship or banning should be done in a court, not the library. Obviously, some books should not be available to children due to "adult" content.

Yes. There will always be a need to discriminate what information can be found in a given library. It's currently the policy today. There is one person or a group of people who decide what to place on a given library's shelves because there is no single library that has the capacity to hold (or afford) every printed book and document in existence. Hence, someone has to decide. Those decisions usually involve what may or may not be acceptable in the community of that library.
