    What constitutes a major city? But I guess the answer has to be Russia. Moscow is a huge city and it gets cold in winter. Novosibersk is the 3rd biggest city there and it's in Siberia, which is the coldest inhabited place on earth... so, if it's not Russia, then there has to be some sort of trick to the way the question is worded.
