The International Criminal Court issued an arrest warrant Friday for Russian President Vladimir Putin and an official in his office responsible for children's rights because of their alleged involvement in the unlawful deportation and transfer of Ukrainian children from occupied areas of Ukraine to Russia.

If he goes to a "free" country, he might be arrested but he is too smart to do that.

Only if his people decide to overthrow him. Russia, like the USA does not recognise the authority of The International Criminal Court so he will not be extradited by Russia & he is unlikely to visit any country that does recognise the court.
