As a NJ Notary Public, I have very often signed off on credit card frauds and banking frauds. Most people have been made whole again.

One time, someone stole my identity, took out a credit card under my name, and then used it, and paid it off. No joke. It came up when I did a credit check for a mortgage. The police thought it was just the weirdest thing! Actually increased my credit score...
