I go by the US Census bureau definition of a city for US cities. Their definition is a city is where at least there are 100,000 residents living in it.

If it's big enough to support a McDonalds without an interstate, it's a city. if it has more than one McDonald's (even with an interstate), it's a city. If it has more than three school buildings, it's a city.
