    That is a perception problem. You're looking for something to blame for a problem instead of seeing it as a challenge to be solved or overcome! As long as you sit there looking for someone to blame you will never figure out a strategy to solve and overcome the challenge! It's YOUR responsibility to do what you can to solve what you see as a problem in your realm.
