I would be inclined to say land, yet somewhere I read that air travel given the amount of travelers vs accidents it may be air.

If you're thinking about taking a bus in a foreign nation and the vehicle looks like it will fall apart any minute and your route is down a steep mountain road with several sharp turns, "bus" is probably NOT going to be the safer choice.
