Sitting on blocks doesn't keep a MH from being tied down. It should be, and the only reason I can think of that it wouldn't is that the local building codes don't require it. I can't imagine anyplace where that's true anymore, but I suppose it's possible. maybe you should check. Underpinning is helpful and may also be required; it helps prevent wind from getting underneath and lifting.

There is just as much security and safety with a home on piers. You can add more piers and that home isnt going to move an inch.

They are tied down! And in some places you're required to underpin them as well.
