How was the symbol for radio activity conceived?

There's an article on it here if you're interested: http://www.umich.edu/%7Eradinfo/introduction/symbols.htm Its interesting to note that they've decided to modify the symbol now. It is now mounted on triangle with the original symbol at the top, some wavy arrow going down. At the bottom is a stick man running and a skull and cross bones. The reason behind this was they showed it to primary school kids and they didn't know what it was (I think its a european change only).
