Are you sure its cat urine??it could be foxes their urine is horrendous?

Ammonia is supposedly quite repugnant to cats so you might want to try cleaning your porch with it and see if that takes care of both the smell & preventing their return for a little while.

the cats are strays from all over the area. i have talked to landlord on several occasions about the matter. the tenants asked him to call the SPCA to remove them. his comment was the cats keeps the mice and snakes away. we as tenants are losing personel property to the smell of cat urine. SOOOOO!!!! this sunday nite i will solve all our problems(Anti-freeze). colorless,oderless, and sweet tasting to all animals

I've heard if you put cut lemons,limes around the garden the cats stay away, they don't like the citrus smell or something.

ive used moth balls to keep them away from my garden and it worked, you could try them on your porch

Chain a dog to the porch.

Clean where they piss with a hose, then pepperspray the area. You're in a sense, remarking the territory. They'll stay away.
