They have a responsibility to attend if they believe a crime is being committed, but if you have a history of false alarms, they have no reason to believe your alarm. And if they attend too many false alarms, they will waste time they could have spent on real crimes. So they have a responsibility NOT to attend known false alarms (in the absence of other information).

No, they have no legal obligation to respond. In fact, we have a city here in No. Calif. that has stopped responding to ANY burglar alarms. They were never able to catch anybody and it was a big waste of their time and effort. Now they can provide better service to more people.

The police and other emergency personnel have no legal obligation to respond to a 911 call. I've read accounts of police, ambulance drivers, etc. refusing to respond to 911 calls in high crime areas because they are afraid.

In Chicago, you can receive a citation and fine for having excessive false burglar alarms. The Ordinance has changed a couple of times, so I would need to check for latest amounts of fines and specific details. When it is a business, police must await the arrival of the building owner. This pulls them away from more serious in-progress calls. If I were you, I would attend school, pay any fines, and ensure that there are no further "false" alarms.
