(Apparently, Mao killed more) This is what I based my original answer on: NY Times article: "A Soviet weekly newspaper today published the most detailed accounting of Stalin's victims yet presented to a mass audience here, indicating that about 20 million died in labor camps, forced collectivization, famine and executions."
  • Well... Mao Tsae Tong tops the list.. but China has the most people. If you consider it as a matter of percentage, Stalin wins, hands down.

  • mao zedong of china is attributed with 49 to 78 million (depending on the source) deaths of his fellow countrymen from 1958 to 1961 and 1966-1976 and in tibet from 1949 to 1950. political wars, resulting famine and the cultural revolution took their toll on china. rj rummel, a university of hawaii political science professor and nobel peace prize finalist, estimates 77 million at the hands of mao. stalin is a close second with 23 million (the purges plus the ukraine famine) hitler is accredited with 6 million dead in the holocaust and 21 million victims total third reich victims. it is roughly estimated that the state has killed 170 million people in the past century.
