If we were in the very early stages of dating, then some sort of plan is best. It shows they are interested enough in me that they have given our date some thought beforehand. It's also a considerate gesture - having some sort of activity pre planned as a bit of a distraction - when you're still new to each other, so neither of you feel too pressured or 'put on the spot'.

In the early stages of dating I perfer a planned date. I don't want to sit there after dinner with my date and have hime ask 'gee, what do you want to do next?'. I want a man with a plan. After we know we each better it's a different story.
