Army soldier living on base at his final duty station - does he have to pay for meals, blankets, pillow, equipment, etc? Why?

Huh? A soldier who is going to ETS from a particular post pays for meals only if he is getting separate rations pay due to irregular work hours. The only reason for him to pay for issue bedding is that he damaged it to the point where they had to be DX'd. Same goes for his TA-50 gear. When a soldier clears the post during out-processing, he turns in his field equipment. It's inspected for servicablilty. It was good for issue when he got it, so if he abused it so much that it can't be re-issued, he has to pay to replace it.
